How Sovereign Is Kolibri?
Kolibri demonstrates substantial European sovereignty over the production and deployment of a foundation model, but not full-stack technological autonomy. Aleph Alpha controls the architecture, training pipeline, post-training, evaluation and release process, while customers can retain and self-host the weights; critical dependencies remain in NVIDIA accelerators and the semiconductor stack, external teacher models, incomplete public reproducibility and future corporate governance. The article tests that conclusion against Kolibri鈥檚 Model Factory, its distance from the global capability frontier, Mistral Large 4, and the provenance of its synthetic training data.

What Kind of Thing Is an Alien Mind?
A critical reconstruction of Jakub Pachocki鈥檚 An Alien Mind, testing its claims about non-human intelligence, learned agency, epistemic opacity, alignment, monitoring, defensive AI, recursive self-improvement, consciousness, and human control against the broader philosophical and technical literature.

The Netherlands Is Building a Sovereign Digital State
The Netherlands is going far beyond replacing Windows with Linux. Its government is testing open-source workplaces, alternatives to Microsoft 365, a sovereign government cloud, portable cloud standards, government-controlled source-code infrastructure, stronger exit requirements for technology suppliers, and new safeguards around critical services such as DigiD. This article examines whether these initiatives can actually reduce dependence on foreign platforms and single vendors, and what other EU countries can learn from the Dutch approach.

MATHEMATICS AND STATISTICS
From 67 Submissions to 19,525: The Research Explosion
ICLR grew from 67 conference-track submissions in 2013 to 19,525 valid, format-compliant submissions in 2026, while the share of mathematics preprints in Epoch AI鈥檚 sample acknowledging AI use rose from 3.89% in April 2026 to 25.25% in August. The article examines whether candidate research is scaling faster than the institutions and expert attention required to evaluate, verify, and assimilate it.
